Joe Biden likes to make predictions. There's a lot of C-Span footage on YouTube of him making various predictions during his Senate career. Some of them happened, and some didn't. This tendency hurt him on the campaign trail when he made prophetic statements about Obama being tested in the early days of his presidency.
